We have received a set of audio videos, with subtitles, of Mrs Yang explaining her unpleasant experience with the UK registered charity #1154524 ‘WORLD PROTECTION FOR DOGS AND CATS IN THE MEAT TRADE’ (WPDCMT) AKA ‘No To Dog Meat’ (NTDM) and Mr Peter Li, a China policy specialist for the charity HUMANE SOCIETY INTERNATIONAL.

First recording: Mrs Yang explains how she discovered that the UK charity had raised money in her name. It is believed that the man introduced to Mrs Yang as a Malaysian film maker was the charity trustee Mr Donkers. Why the subterfuge is anybody’s guess. NB the ‘10%’ Mrs Yang declares is all she has received, RMB 84,000, is approximately £8,400GBP.  Mrs Yang has obviously not been informed that the restricted fundraiser mission statement was for purchasing Yulin dogs AND for the upkeep of all her dogs and improvements of premises.

Second recording: Mrs Yang strongly refutes that the UK charity subsequently offered her food vouchers (or other assistance) to feed her animals.

Third recording: Mrs Yang also refutes that the UK charity offered to pay for veterinary care or to pay for neutering. However, she reports that Mr Peter Li of HUMANE SOCIETY INTERNATIONAL offered her money (approx.£16K GBP) if she would agree to a video being shot. Mrs Yang explains why she refused his offer, and refused the visit from an overseas vet, arranged by Mr Li.

Quite where, or even why, Mr Li fits into the UK charity fundraiser scandal remains unclear. What is clear, however, is that Mrs Yang asserts that she was bullied by representatives of two charities; Ms Julia de Cadenet, the CEO of ‘WORLD PROTECTION FOR DOGS AND CATS IN THE MEAT TRADE’ (WPDCMT) AKA ‘No To Dog Meat’ (NTDM) and Mr Peter Li, China policy specialist for the charity HUMANE SOCIETY INTERNATIONAL.

Fourth recording: Mrs Yang explains the confrontation with the woman ‘Duan of Kunming’ & the gang that arrived at her premises to forcibly take her dogs away. Out of 100,000 RMB (approx. £10K GBP), donated to her by fellow Chinese citizens, Mrs Yang reports that Duan has only given her 19,000 RMB (approx. £1,900 GBP)

Fifth recording: Mrs Yang briefly states that she doesn’t know Mr Jon Williamson (AKA Dr Jose Depre of IARF) who proliferates FB with a multitude of Facebook pages, nor does she authorise him to use her name to raise money.

 

CRUEL DISINFORMATION: One deliberate lie discredits all other source material.

The disinformation circulated about Mrs Yang, in order to discredit her, took a ghoulish twist when an observer noted that the UK charity’s voluble spokeswoman, Alice Susan Harding, has lifted a picture of puppy fetus and dog entrails from a completely unrelated Chinese 2012 blog to use in a collage of supposed photos of Mrs Yang’s shelter. Ms Harding posted the collage on her website article denouncing the conditions of Mrs Yang’s shelters. The article is called:AN INVESTIGATIVE REPORT ON THE CONDITIONS AT YANG XIAOYUN’S SHELTER. It is worth mentioning that Alice Susan Harding has never visited China.

Ironical to note that Alice Susan Harding consistently protests that only she has the full facts regarding Mrs Yang’s dogs, so why the need to deliberately distort the ‘facts’?

We post at the bottom of the page screen shots of visual proof that the picture was lifted by Alice Susan Harding from a Chinese 2012 report of a visit to a dog meat trade enterprise; and, also, to emphasise that this abominable cruelty is exactly what Mrs Yang has spent so many years working to end. Mrs Yang is an outspoken campaigning advocate not only to end the brutality but to bring about a law making the consumption of dogs and cats illegal. Mrs Yang is also a staunch advocate of neutering strays, and has recently visited Malaysia, as an invited and sponsored guest, where she supported the campaign there for neutering strays.

FORMAL NOTICE

We have been made aware of a Formal Notice issued by the World Protection for Dogs and Cats in the Meat Trade that appeared on their Facebook page on September 4th.

No To Dog Meat is the official campaigning body for the abovementioned Charity and has many Facebook pages as well as its own website.

With the varying statements issued this past week it is slightly confusing to know which ones are actually official, or simply rewritten by the various page admins.  To keep things simple we have chosen to focus on the “Formal Notice” issued on the World Protection for Dogs and Cats in the Meat Trade as this, after all, is the actual Charity itself.

We have some comments and questions on the above Formal Notice and they are as follows:

  • The fundraiser was actually set up to “Help Mrs Yang Save Dogs in Yulin” according to the fundraising page, so why do you refer to ‘the rescuer’, ‘this person’?

  • What does this part of the statement actually mean?  “The money raised purchased (we have been told by sources including a leading animal expert) that this money saved 500 dogs and 100 cats.”   Why would you need a leading animal expert to tell you exactly how many dogs and cats were saved by Mrs Yang?  Why wouldn’t you simply ask her yourself while you were there, or even before you left on your China trip?  It is our understanding that Mrs Yang was already in Yulin saving dogs before any monies were available from the charity, so it is quite possible that she used her own funds at that time.
  • Who are the ‘various known groups’ that went with you to visit all the shelters. Were they pictured in the video publicly shared showing Mrs Yang in some distress.
  • How is it possible to identify over 500 dogs and 100 cats unless they are separated from all the other animals.
  • Who is the ‘leading animal welfare organisation working on the ground’?
  • Is there a reason none of the ‘local shelters and activists’ have not stepped up to assist Mrs Yang previously?  Has anyone actually asked Mrs Yang why she has not accepted local help considering her situation has been dire for a long time.
  • Why do you need to rely on the newspapers for information on these dogs when your charity has often stated that you are in constant contact with Mrs Yang.
  • You go on to call Mrs Yang ‘the person in question’.  Do you think you should at least be polite enough to use her name, after all you certainly used it to raise all the funds you are currently sitting on.
  • Facebook and Twitter may well be banned in China so how does your NTDM China page, run by Chinese volunteers actually function?

We must say that we find it very disturbing that this Charity, despite using Mrs Yang’s name to raise funds for her, appear to have wiped her name out of any updates, why is that?  Nobody is under any illusions as to the tragic situation she is currently in, yet the most recent posts from the Charity appear to be promoting an altogether different shelter with very little current news regarding Mrs Yang despite many people constantly asking for news only to be told ‘there is a report coming’.   We would have to ask then, while this report is coming have any more funds been given to Mrs Yang to help her provide more food, medicines etc?

While it is admirable for local shelters to offer to assist Mrs Yang, or as you call her ‘this person’,  it is interesting to note that this has only recently appeared to be the case.  If it is because prior to this fundraiser Mrs Yang may either not have been offered help, or if so had declined for reasons only known to her, what has now changed for all these people to suddenly not only be offering help but that it is being accepted?

As we are well aware, the social media pages of this charity are unable to comment officially but we felt we should also share the two posts by the Facebook page of No to Dog Meat. It seems that their original post was edited for reasons only known to them.

This post was the first one that appeared on the NTDM Facebook page. The “Polite Note”. This contains a reference to trolls and hate campaigners, lies about Chinese activists, and that NO photo’s or videos were ever published by the Charity as Facebook and Twitter are banned in China.

Later this statement was replaced by an edited version as can also be seen below. While this one removes the references to ‘trolls and hate campaigns’, it now introduces an addition of photos showing dogs rescued from the trucks that the charity has decided to adopt.

Once again we state that we are simply making observational comments for the purpose of transparency and trying to ensure that Mrs Yang does indeed receive ALL the funds raised in her name to be used for her as per the requirements of a restricted fundraiser.

Controversy escalates as UK animal charity withholds funds donated to Chinese animal rescuer.

If you are one of thousands of people aware of the “Dog and Cat Meat Trade” in Asia and beyond, it is likely you have come across the story of Mrs Yang. If not you can read about her in this article published by the Daily Mail on June 18th 2015. Please note that the article contains graphic photographs and video and may be upsetting to some people.

On June 13th 2015 a fundraiser was started to help Mrs Yang, by the No To Dog Meat organisation. Using the Total Giving online fundraising platform, the goal was set for £5,000.00 which was achieved easily by the 14th when an anonymous donor actually gave £5,000.00. The fundraiser steadily increased to the point where tens of thousands of pounds had been raised, and in fact the fundraiser is still open, at the time of writing, for donations.

If you would like to know more about the No To Dog Meat organisation, you can go HERE. The actual Charity itself is called World Protection for Dogs and Cats in the Meat Trade. Aka WPDCMT and their website can be found HERE. (Although it links more or less directly to the organisation No To Dog Meat – the official campaign/fundraising arm of the Charity.)

From what we gather from posts seen, and since deleted from the No To Dog Meat Facebook page, many people started to query the whereabouts of the funds due to only a few transfers being made. Amounts sent to Mrs Yang vary wildly, anywhere from £3000 – £12,000. Delays, incorrect banking details and so on being the cause of confusion.  The Mrs Yang Official page eventually confirmed that approx £12,000 had been received in total.

Because the fund had amassed so much money, donors were asked if they would ‘mind’ some of the funds could go to other Chinese activists on the ground in Yulin as it was mentioned that others there had seen how much had been raised for Mrs Yang and were contacting the charity for requests. (Again not an official statement, but posted on the Facebook page).  While some donors were fine with this idea, many others were not as they had donated solely for Mrs Yang. One would expect a registered charity to be well aware of the following rules.

Restricted Income Funds

Restricted income funds are funds which are often created by charitable trusts whereby the purposes are specified by that trust. The purpose will either be specified by the donor in a specific letter or the terms of a public appeal which may have been running at the time of the donation.

Do they have to be used for the specified purposes?

  • Restricted income funds can only be used for the specific purposes for which they are given.

What happens if they are used for any other purposes?

  • If restricted income funds are used by a charity for any other purposes than those which were originally specified then this could amount to fraud or deception.

Surely if the Charity wanted to send funds to other activists in Yulin then they could have used their General Fund? Their Facebook pages and Website have ‘donate’ buttons that do not state any specific recipients – people have surely been using these for the last few years to donate to this charity prior to the “Mrs Yang” fundraiser?.

As we mentioned, there were many questions asked regarding the funds, predominantly on June 23rd  however one particular thread was removed altogether, as can be seen here in this screen shot. (Names redacted for privacy even though the page is a public one).  Over 200 comments deleted according to the screen shot below.  While there are also many posts on the page referring to ‘trolls’ and ‘hate campaigns’, if that were the reason the thread was removed, surely it would have furthered those claims to let it remain there for all to see?  Just another observation.

In July 2015 a petition emerged online at Care2 Petitions.

We the undersigned call upon the recipients of this petition to launch independent investigations into the behaviour, actions, and financial accounts of the charity, in particular but not exclusive to the donations it has received via various means from the public for Mrs Xiaoyun Yang of the ‘Common Home’ dog and cat rescue in Tianjin, China. We petition for full transparency and that all donations are tallied and passed on to Mrs Yang without further delay, let, or hindrance by the charity.

Originally this petition aimed to get 1,000 signatures, but as of writing, it is almost at 4,000 (the current target). It appears word is spreading that there is something not quite as transparent about this whole situation as one might be led to believe.  **At time of publishing it seems this petition is still growing.


On August 24th, the statement below was posted on the No To Dog Meat Blog.

We have posted the statement directly from the official blog page and our collective questions have been inserted in red.

This post, shown in the screen shot below, made by the CEO and posted on their Facebook Page  on August 20th states that only the Trustees are able to make official statements regarding the Charity and that the Facebook Page volunteers and supporters are not.

So while the following update appears on the official blog, and shared to the Facebook page, because it is not actually signed by the Trustees is it official?  Just an observation.

NoToDogMeat Update: Totalgiving Fundraiser for Mrs Yang/Yulin

For the last three years the NoToDogMeat team have actively campaigned against the horrific Yulin Festival in China. ( So, since August 2012 then? Or is it the four years quoted on your Facebook page on June 26th?) This year we really wanted to make a difference and have our own ‘boots’ on the ground. Our plan was to raise funds in order to send our own small team to China and, having been active in various rescues in Shanghai that year, we felt sure we could help. (Really? What team, where and how? More importantly how were you planning to raise funds prior to Mrs Yang’s fundraiser)

Our Chinese volunteer Natalie reached out to rescuer Mrs Yang who has been widely reported in the news and in May she met our UK volunteer in Shanghai. We were sad to learn that for over 20 years Mrs Yang, a retired school teacher, had run a sanctuary without any help. She explained to our UK volunteer Sophie that not one group had supported her with funds during that whole time. 

As an organisation set up to help grass-roots organisations in Asia (And according to all the Facebook pages quite a few other countries.) we receive many requests for help (From whom?) and we had set aside modest funds (Set aside from where?) to distribute during the trip to China. (How much, who had it and who got it?) When Mrs Yang told us her plight and how all the dogs in her shelter were starving we immediately gave her a grant from this fund. (Roughly $500 in May? ) She told us this money would feed the dogs on basic supplies for an entire month.

We wanted to do more for Mrs Yang, so instead of fundraising to send our own team out to Yulin we decided to sponsor her and she agreed to wear our tee shirt and support our associated Chinese activists at protests. (What team, activists and what protests?)

Close to the time of Yulin we set ourselves the target of raising £5000 in a week to help Mrs Yang at that time. We dislike the idea of giving money to the butchers but we did not want the dogs to die. Our entire volunteer team (Who for the most part appear to remain nameless, especially those administrating the Facebook pages.) set all their tasks aside and spent every waking hour telling people of Mrs Yang’s plight We decided to use a very transparent online fundraiser – we wanted everyone to feel involved – but as with any fundraiser there are the hidden costs of Paypal, exchange rates and other charges. (What other charges?)

By the Friday before the Yulin weekend we were delighted to have already hit our £5000 target. We quickly wired funds to Mrs Yang that day and over the next few days sent her three more direct Western Union transfers which we knew she could pick up at many local shops and venues in Yulin. We were thrilled to learn she had rescued around 500 dogs and cats and could not wait to tell our donors. (Thought it was around 100? Nobody seems to know the actual amount of dogs – and where did the cats go???)

One recent source reports that other donors have contributed separately and that Mrs Yang had received over £30,000 to buy dogs by the time of Yulin. (Other sources quote £5,000?) In addition to this the website Bored Panda had also published bank details which they said were Mrs Yang’s for anyone to donate to. When No To Dog Meat decides to act others follow and it is true that whenever we start a fundraiser, other groups take our lead and set up their own funds to exactly the same recipient. We are very proud to lead the way. (Several fundraisers raised money because Mrs Yang was desperate for funds that you still hold)

In the interests of transparency when we reached £50,000 (ten times our original goal for Mrs Yang in Yulin) we issued a formal press release. Surprised by the amount we had collected and mindful of just how many other similar independent rescue shelters in China are desperate for help we contacted our donors directly to ask them to consider that we share the fund with these other shelters – and the response has been very positive. (Where was the ‘formal press release’ posted? As stated by your CEO only the Trustees are able to make official announcements – and many DID object to that idea, including Sophie Ling who actually set up the total giving fundraiser and was the first donor.)

All UK charities have serious legal responsibilities when it comes to the distribution of funds they have raised. (Maybe you should read them) We have to show ‘due diligence’ in making sure that funds find their way into the right hands and are used for the purpose intended – in our case, helping dogs. (No, in YOUR case helping Mrs Yang) In addition to this the UK has strict regulations regarding any sending of money abroad, in order to prevent fraud, money laundering, funding of terrorism, organised crime and so on. (But you managed to send her other amounts with no concerns over ‘regulations’) These considerations together with certain other practical security aspects of the international banking system has meant that never could we simply have sent a cheque abroad for the full amount collected the moment we had it – even if we had thought this was the best thing to do. (Nobody asked you to, and Mrs Yang has had a bank account for decades)

Given the unexpected size of the fund raised and the unconfirmed status of banking facilities available in the proposed recipient’s country we sought advice from the Charity Commission regarding transfer and dispersal of the funds to ensure it meets the charity and fund’s objectives.(Why didn’t you have this outlined BEFORE you started fundraising – seeing as you’ve been at the charity game for three years, right?) At the time of Yulin there had been uncertainty over the safe collection of the transfers that were sent and of the reliability of bank details and these aspects legally demanded of us increased diligence and caution with regards to sending further amounts. (Again, if you are intending to fund raise for someone, surely you should have all the bank details in place) We informed the Charity Commission of the money already sent to Mrs Yang (to date it is over 20% of the total raised) (Nobody is quite sure how much she got from your charity – crumpled up receipts etc – and your fundraiser appears to be ongoing – but the figured bandied about is around £12,000.) the method of sending, and set down with them a timetable of action for safe completion of this project . This included establishing satisfactory banking facilities in China which would allow Mrs Yang and other agreed associates (And they are?) to access funds and give us complete confidence that funds will be ultimately used for the purpose intended – helping the dogs.(If you felt concerned the money would not be used for the dogs, why fundraise? Again due diligence by your charity should have been undertaken) The Charity Commission advised us that in order to safeguard dispersal of donations and ensure the intended usage at least two further visits and inspections by us to Mrs Yang’s shelter would be advisable – one this year and one next year.

(Inspections of what? Building a new shelter? Buying dog food? Veterinary assistance – which by the way NTDM China said was on it’s way on July 1st – again misleading info being posted on your social media pages)

Our charity WPDCMT (NoToDogMeat Foundation) aims one day to be able to pay staff to work on it’s projects full-time but, to date, no-one directly involved has ever received any wages, fees for work or payment for time (other than outside agencies such as our phone-paging service).(That’s because your HQ is a virtual office, not an actual full time dedicated charity office) This includes the CEO and founder Julia de Cadenet who has worked tirelessly and at great personal expense. (Shame she hasn’t found the time to update the WPDCMT FB page – even though it’s on social media it still represents the charity one would think, or actually respond to so many people who are unhappy with they way they have been treated. You do realise most overseas donors are not going to call the UK – it would probably cost more than they donated and others have either had no reply to emails, or very vague responses.) Despite the success of the recent fundraiser this has remained the case.

In times of crisis, WPDCMT/NoToDogMeat Foundation is mandated by our legal charity objectives (https://notodogmeat.wordpress.com/our-charity/) to facilitate emergency food rations and medical treatment in shelters. (What shelters are they?) In the long term, our hope is to help Mrs Yang create a new safe shelter for the dogs (Long term? So what’s this fundraiser going to be used for if not as stated to provide a shelter? ) and for that we will really need the further help of our supporters. (You already have 75K, plus gift aid – less some funds already disbursed.) We are deeply encouraged that since Yulin many other rescues have taken place – including the ‘#707’ dog truck rescue in Tianjin, the home city of Mrs Yang (who was once again on the scene to help). (Yes, but not because of your charity – she has been doing this for decades) There are many rescuers all over China just like Mrs Yang and this gives us great hope that Asia is changing.


 

As of August 25th, a post appeared on Twitter stating that in fact a No To Dog Meat team were actually now on the ground in China, but was removed sometime later.


Charities rely on transparency and having excellent communication with their donors. The issue with this charity seems to be lack of both. Even though the No To Dog Meat Facebook page states in it’s about page that it is ‘Official’, several posts by the Trustees have stated that any opinions expressed by the admins or volunteers do not reflect those of the charity, and that the public should contact the charity directly via email, letter or phone, to discuss any concerns they might have. All of this could have easily been avoided if the “Official” pages were run by those with the authority to pass on factual and relevant information to appease donor concerns.

We look forward to observing this charity and its plans for Mrs Yang in the coming months.
